People have complained about exactly the same tactics in free, open source software projects like Debian. Somebody mentions the Code of Conduct. Volunteers simply disappear. Some little nazi adds their email address to a blacklist. Another little nazi starts a rumor about harassment. These are the tactics of cults and totalitarian regimes.
