WICEN is the Wireless Institute Civil Emergency Network in Australia. There is a branch in each state. It is similar to the ARES and RACES capabilities in the US, RAYNET in the UK, FNRASEC in France and AREN in Ireland and the responsibility of a USKA board member in Switzerland.
